I am in the EdD program at Pepperdine in Educational Technology. The program is amazing. It is primarily face to face (60%) and meets face to face 5 times per year. My cadre is fabulous with folks from all different areas of education (K-12, Higher Ed, Business). I would definitely recommend it.

I got my Ph. D in Instructional Technology from Nova Southeastern University in Ft. Lauderdale. They have a blended program where you meet on campus for 1 week at the beginning of the term. One week in January and one week in July...2 terms a year. Took me 3 years--2 years of coursework and a year to write my dissertation...great program. I highly recommend it!

I finally found a Ph.D. program that will work for me. Kent State University is offering a Ph.D. in Educational Psychology with a Specialization in Instructional Technology. https://www.ehhs.kent.edu/itec/phd.cfm . Best part -- they will be charging in-state tuition fees for non-residence.
