In regards to funding and the NETP 2010:

1. Some of the goals should require little to no funding -- improved filtering and handling student/educators computing devices in the classroom.

2. If schools start to use Open Source software, or at least allow it, the cost of computing will be very attainable for students. If the one to one initiatives can be met by student/family dollars that should free up funding for other projects to be undertaken. In the long run I think the transition towards open courseware and open source software could enable schools to focus on funding projects that impact learning instead of treading water maintaining a fleet of aging computers.

3. The odd thing for me is that many of the districts that can afford 'major' projects are schools receiving government funding; those that are not receiving government funding have been more greatly impacted by the economic woes.
